The has to be running to check voltage to the pump. With the key in the ON position isn't good enough.

See if the pump will work with a secondary 12 Volts. That is to say disconnect it from it's normal plug, and run wires direct from the battery to the pump. Because it spins with a screw driver doesn't mean it works.

If you have the sedan, make sure the wires aren't broken in the trunk. they only hold them down with a piece of tape before they get to the plastic shield. You should be able to check continuity from the fuse (Fuse#4?) to the connector and make sure the wire isn't broken.

Try checking the voltage first WITH THE CAR RUNNING.
