Yes, the same circuit feeds both pumps. On the 700 series, the in-tank pump branch circuit is protected by a smaller fuse so an overload would not kill the main pump circuit too.

Losing the in-tank pump would have lightened the circuit load, not increase it. It's more likely you had a poor connection to, or inside (infamous solder connection) the fuel pump relay, causing high resistance which causes a lot of heat.
