Heat is a big help. A very powerful hairdryer or a heatgun will soften the glue enough to peel the tape. Don't scrape or pick too hard, as the paint can be scratched.

As far as redoing the black, I'm sure Volvo has it at a big price. Any good stripe shop should be able to copy them, or a bodyshop could paint them on. In the last two cases, it would be prudent to take the car by the shop so they know what they are reproducing.
