I've been down this road before....and here's how I did it. First I scuffed up the chrome with Scotch-Brite abrasive pads (From an auto body supply store...get the red ones.) Then, an etching primer, and then a semi-gloss black paint. (Also from an auto body supply store...I can't remember what the products are called...but the manufacturer is "SEM") Scuff the parts really well...and mask well. I like to mask twice...once to scuff, and then unmask and clean the area. Remask, and spray the primer and paint. The first car I did was 3 years ago...and it's holding up quite well.
