Are you judging the output from the hose with the injector off of the hose or on it?
These k jet systems operate on pressure being over a certain amount, like thirty-five psi or they don’t open.
I have never opened up a k jet system but have my green books on my 1978 B21F engine to study them.
As I remember there are filter screens involved within the distributor and maybe even the injectors themselves.
The 1984 years was also the beginning years of the LH 1.0 system with the B230 engine, so is some ways, you could or might have a mixed bag so identification issues happening with the external components being put on the car.
Keep posting more facts on the car and maybe more information will come forth from others.
I should be able to look up the location of those screens for you.
If the car has ever been exposed to old gasoline, that in itself can be the whole problem.
You will have to get real friendly with solvent or fuel cleaners to minimize any tear down.
The fuel distributor is a finely made and precision piece of equipment. Cleaning will be your first best option.
