Why are my splash guards cut? 444-544

Odd nagging question: I own 2 PVs - a B16 1960 and a B18 1962.
Both have the same thing going on with the “splash guard” piece that protects the brake master cylinder.
There is a cut to the front of the shield right along the bend in the metal, maybe 3-4” long, and the metal is bent back. I assumed a mechanic did it to get to the brake light switch without taking the entire guard off(?) Hey it’s only 4 screws, plus getting tin snips up in there seems almost harder than removing the guard.
Now I got the 1960 and overhauling the master cylinder I see the same cut/bent area.
It doesn’t look “factory” but at same time seems oddly uniform between both cars.
Was this a dealer trick to get at the switch? That’s all I can think of.
Has anyone else seen this cut on this piece and know what it is for, or if they all came this way?
