It's fairly simple to generate a speed sensitive signal (not necessarily dependent on the Speedo gear)...a Hall Effect Sensor monitoring the Driveshaft, comes to mind immediately...the question is: Does this EPS Sys have an input for it, so that it can do something with that signal...?
