I need to bypass fuse 22 but no supply side 700 1987

I already bypassed fuse #21, does 22 tie into there? I don't understand how the
fuses work with no supply side, I did read in the FAQ 14,15,16 fuses have one supply. Anyways when bypassing, not sure which lines to splice together. Thanks.
