"Reading the voltage at the plug in at the tank pre-pump I only get 8.12 volts. I don't think this correct, I should be getting 12 volts right? Brand new battery is reading 13.6 volts."
If you are involving the gray wire in your voltage reading, you are looking at the level sender, not the pump voltage. Measure between ground and the black wire where it joins a yellow/red in the connector. The voltage at the right side of fuse 4 is the same reading. Be sure you measure the fuse holder, and not the fuse itself. And the voltage will not be there except for the first second after you turn the key on, during cranking, or during running.
