It sounds like your fender came from a B18 544.

If you were to buy a new front fender from Volvo, it would come WITHOUT a hole for the turn signal light and you have to make your own hole. There is a special Volvo tool to help place the hole.

Those are the correct part numbers for B16 544 front lights.

The reason there is a left and right assembly is the wiring that comes with each backing plate is of different length. The right side being longer as it farther away from the junction for the wires on the left inner fender.
