If construction here is about the same as the wagon, I wouldn't blame the tail lights. Often not a pretty sight when you look back under there from underneath the car. Behind the bumper so out of sight etc. Standard metal repair methods apply I'm afraid to do the job right. It's a very leaky box section so not such an easy job. An area the Volvo didn't get right.
