1969 120 hotwiring start

Hey I just bought a 1969 amazon 4dr out of a yard for $300

I have been trying to get it running by hotwiring it because the prev owner hasnt come by to give me the keys yet (hes getting a reissued title for it .. I havent payed him anything yet anyway).

I twisted the two batt leads together and cut the wire on the solenoid labeled "igg"
I realized that when i spark that wire i got no starter motor so i twisted the "igg" lead back onto its post on the solenoid and cut the lead labeled "st"
This gives me starter motor, fuel pump.. But still no start. Nothing even close to a start just audible starter motor.
I replace the plugs and plug wires with ngk bp6hs and some oe cables for another car that fit.

Should I be getting ignition while only striking the "st" lead on the battery leads? If i know that that hotwiring config should work i can begin to diagnose the problem better.

Also, when i twist the batt leads together i get dash lights, outside lights but no fuel gauge or radio...

It has a b20b with a weber carb conversion, prev owner says its mechanically sound, i dont think hes lying. Im embarrassed i tried to hotwire it at this point

Please help! Anxious to get this thing running!
