Pull the headlight switch, figure out which connector is tail lights (and front running lights and dash lights)... pull that wire off and apply 12v+ to it directly. You can do that by simply touching the wire to the 12v+ in on the switch.

If the lights come on, you have a bad switch. And it ain't uncommon.
