Connected links in navigation menu. Only search isn't working.

I don't understand why there are two doctypes in the coding? Also, why is there a meta tag for "no" robots!? I would guess because of the way the navigation and main page are built, but I would also guess the "no" robots is applying to second doctype in the coding. We need people to find the FAQ in searches...
