Stuck distributor won't turn 200

Just had my dlr. tech clean the very dirty throttle body & plate sensor on my '80 B21F. While checking other things he noticed the distributor is set at 12 deg. BTDC. When he unbolted the plate to turn the distributor it wouldn't move; frozen to the block. Any suggestions on how to unfreeze so that we can back to 8-10 BTDC? Thanks.
