Holding Back 700

My 1990 760 Turbo (316,000 miles) starts and run smooth. The only thing is something seems like it's hold the car back. Like I might be driving into a really strong headwind. The car will go and is smooth and quiet but really feels like something is holding it back. If I press the pedal and kick in the turbo, it'll run up to 90 or 95 pretty easy.

I am thinking cat convertor.

How do I diagnose this?

Any other ideas?
