electrical problem/ headlight switch or relay? 700

Hi
I have posted about this befor but now I have a bit more information. My car is a 1988 740 turbo wagon. The problem I have is that with fuse #5 out I will get a ring (bing bing bing) until I turn the headlight switch to the on position. Now with the #5 fuse in there is no ringing but the headlights are always on, even with the key out and any position of the headlight switch.

I have read some other posts about similar problems and aleekat was kind enough to suggest my headlight relay might be bad. So with this information I checked to see if the relay was contacting. So with fuse #5 installed (headlights always on) I turned the headlight switch back and forth and could feel the headlight relay clicking while doing this. But with fuse #5 out and the ignition turned to the II position I turned the headlight switch back and forth but could feel no clicking on the headlight relay.

Do you think the headlight relay is bad? or is the problem elsewere.
