73 1800es bogging down

Ok I tried as you say turned the key on and opened the throttle with the engine not running,I did not hear anything. I put a different throttle position sensor on after cleaning the original and it still bogs down especially taking off from 1000 rpm thru the 2500 rpm range. I next tried a different fuel pressure regulator and that made no difference. The engine seems to idle fine but does seem to surge a bit . What do I do next?
