fan pulley nuts-timing belt 200

I've done many timing belts over the 15 years we have owned Volvos. I can not loosen the nuts holding the fan pulley they are tight and I don't want to strip them. When I try to turn them the entire pulley moves. Any ideas on how to prevent the slippage? I've tried 2 wrenches 1 to hold, other to loosen . Have sprayed liberally to derust. Stuck at the first step and any ideas appreciated.
I'm ready to Dremel the nuts off and re stud the fan pulley.
