242 In-tank pump problem

I have a 1980 242 and I am having some issues. The main pump has been humming for some time and it worsens when the tank is low. Finally something gave out and I am getting a lot of stalling and the response is not what it should be when I mash the gas, it will hardly run enough to pull it in the garage. I have checked the pump by jumping fuse 5 to 7 and the pump activates. I took my in-tank pump out to check the hose between the pump and the sender pipe, the hose on my pump is the flex hose and it seems to be fine. I do not know what to do. Is the main pump going bad? Is the in-tank going bad? Can anyone help. I checked out cleanflametrap.com and the procedure for the in-tank pump but i am confused on what is actually wrong.
