Thanks for the help all, it turns out it was a leaky rack and power steering
pump, which made the steering fluid low. It's been topped off with fluid for
now, but the rack, pump, and hoses are all corroded and leaky and need to be
replaced.

I have a CAM rack, and I'll be looking to replace it soon. Thanks for the
links, looks like some great places to get parts.
