Heater not heating 200 1982

I really should know this.. but oddly, I don't. '82 240, heater blows mostly cool air. Both heater hoses on intake manifold side of engine are hot... I manually moved heater control valve to all positions from under the dash, no change...

Does this sound like a heater control valve issue? And if so, can I just bypass it for a few months with an elbow pipe? I just don't know the plumbing down there...
