1990 760 Turbo Idle Control Valve

Hi: My 1990 760T is running a little rough. On cold start, idle only climbs slightly and settles back to around 800 RPM. I am getting check engine codes 1-1-3 and 2-3-2. O2 was replaced last summer, and car is stored in the winter. This is the first week I've had it out of storage. It is not stalling when warmed-up, and will start fine. I'm getting a little intermittent black exhaust when driving and I accelerate quickly.

I spoke to a mechanic who suggested checking the idle air control. I've pulled it and the "gate" at one opening is almost shut (maybe 1/16" open).

When the valve functions does it just open fully and close fully? I'm wondering if it is stuck in this almost closed position. Any suggestions appreciated.
