oil cooler housing and bolts on a 1993 960 900

Do the bolts that hold this rectangular shaped housing go all the way through to the oil itself? If so, should I throw some loc-tite on the bolts?

Would you use any gasket sealer when putting this piece back together? I have a new gasket to put in place.

(Interestingly, the routing was apparently changed at some point because my 1997 is different than my 1993 960.)
