Probably a bad thing per Bruce's reply. Reconnect it and see what happens. it's ordinary vacuum hose - cheap and readily available - if you need to replace.

It could be that the car had vacuum leaks and the owner was trying to conserve all he could. Odd logic but not beyond the realm of possibility.

Or the FPR could be bad but i think they leak from the fuel side when they go.
