I'm betting he means that 2+" softplug in the back of the intake manifold (by the firewall) It's not cast into the manifold.
The short answer is yes you can replace it (fairly easily).
I'm a bit curious as to how you blew it out in the first place...
Any decent machine shop should be able to get you a new plug. You'll probably have to pull the manifold to get to it - though.
You fit the new plug into the old hole (convex side out) and you give the center of the plug a good whack with a hammer. The flattens the plug and seals it against the manifold. Same procedure as the freeze plugs on the engine block.
