o2 sensor S90-V90

On my scan device O2 S1-B1 is reporting various numbers, but O2 S1-B2 just returns 0.000 and never changes. Doesn't matter if I rev the engine or not it's still 0.000.

Is it normal for O2 sensor B1-S2 to return 0.000 ?
