Fuse tool 700 1987

Hi folks,

I was out tinkering this morning, and one of the things I was doing was taking a look at my fuse panel. It was unremarkable, in a good way, except for one thing I don't understand:

The fuse tool (at least I *think* it was the fuse tool: a gray spade-shaped object) was connected to some wires that went behind the panel, and a portion of the tool appeared to have been melted.

Could you kind folks shed some light on my lack of understanding about 1) The reason why the tool is wired to the car, and 2) Why a part of the tool would have been melted? The tool was laying on top of the fuse panel, not near any relays (which might have melted it), nor were any fuses or their sockets funny-looking.
