25.75 mpg on last tank!

hello
last january i drove from south fla to charlotte area and got 25 mpg on the 95 944T going around 70-75.
my 94 945T gets 23 mpg highway and lately only 20 mpg non highway. must need something as it was better non highway. its highly maintained and i cant think what it may need as i dont hammer it too often lately.
it dont make sense to me but after i put a cone filter K&N setup the mileage seemed to drop.
the 245/45/17 tires dont help either.
i think i could possibly drive 65 hwy but i cant drive, well (55).
i been considering some underside streamlining as it seems gas will keep going up.
at least there is no car payment which offsets the pain.
