Air Conditioning Assistance 200 1992

I am trying to do some long distance troubleshooting with my son over the phone to get his a/c working. His compressor is not coming on. However when working with him I asked him to fiddle with the wires that are in close proximity to the receiver/drier unit. He said that when he touched a "Small brown" block with about 4 wires in/out of it the compressor came on?

Any of you have any idea what this could be and is it user replaceable?

I know this is kinda vague, however would appreciate any assistance you can provide!
