Natural selection. In Eastern PA if the deer don't learn to watch for traffic they get killed. On some of the montain roads I driven with deer I swear the doe was teaching her fawns how to cross the road. I'm not kidding! We have also seen a resurgence of grey wolves in the north central part of the state culling the herds of deer there. The state is encouraging the growth of the wolves to a limited degree.
