Can't read sensor 700 1990

I thought I would mention one other observed item when testing this circuit for ohm resistence. The ohm reading seemed to "pulsate". Not much but it was definitely doing it by about 200-250 ohms. So, at the 68 degree as refrenced in the directions from a page on this site, it was reading from about 2100 - 2400. I dont think that is normal either. I am sure the 10-12 volt reading is something bad. Well, may go ahead and replace the ecu again. The one I was looking at was from a car that had 455,000 miles on it, so I probably dont want that one. I will look on ebay again I guess unless I can figure something else out or somebody here can give me another clue.
