Very cold no start 700 1990

Thanks for the suggestions. New plugs last spring 18,000K on them now. I replaced the fuel pump 30,000K ago. I'm now inclined to think that the throttle body and idle control valve are the culprits. I haven't ever cleaned them and I doubt the PO cleaned them. The wagon's OO had sketchy service records for the first 150,000K, so it's been at least 80,000K if ever since they've been cleaned.
