DAve Stevens gave you the run-down on the Bulb Failure sensor. So now you know how it functions.
What I would try is turning off the headlights. If teh Sensor is still on then I'd go to the tail lights and wiggle each Socket and see if you can get the Sensor Light to go out. The circuit boards on the tail lights oxidize and the 'Traces' get crappy causing a different Current draw. sometimes you can simply turn the socket just a hair to get a good connection and solve you Indicator problem
