Corner lamps

I've got an odd problem, my pass. side front corner lamp seems to be dimmer than the drivers side. Both sides have new bulbs out of the same package, Pass side has a new bulb socket. My next thought was that it might be a grounding issue or maybe a relay.
Any words of wisdom, encouragement or ideas are welcome.
Car is a '93 945t w/foglamps up front
