Update on NO-START after attempted tune up 200 1993

OK, after reading posts from helpful brickboarders, I have made sure of the following:
Crank at 0
both cam lobes for #1 cylinder point up
distributor rotor points to #1 spark plug (notch in side of dist body)
All 3 occur at same time, therefore timing belt,etc is correct.

Taking a suggestion, I checked the fuel pressure relief valve (covered by a cap like is found on tires) and upon pressing it with an allen wrench, NO fuel came out. This indicates that no fuel is reaching the injectors,correct? Also the #1 spark plug was bone dry when I took it out.
I will have to have the battery charged and test for fuel by dissconecting the inlet from the pump at the fuel rail.
