Charging issue 120-130

After mastering the SU tune up (thanks Rhys!) my '66 122 auto developed a charging problem (I can't see how they could be related, but once the carbs were tuned, the charging issue started).

While test driving my newly tuned carbs, the AMP light came on. It stayed on for about 20 minutes and then turned off. I figured the several hours of idling while figuring out the carbs had drained the battery. Then again today, the amp light is on. The battery is reading 12.4 V while the car is running, 12.8 when off. Revving the engine doesn't do anything. Here's the electrical readings at the voltage regulator (I have no idea how the thing works, but here's the readings)
B+ to DF reads 12.4 V
D+ to DF reads 1.8V at idle, up to 2.8 while revving

My test light shows all three leads from the generator are connected to ground (this seems wrong) so I wonder if I have some sort of internal short? The generator and voltage regulator are only 2 years old (bought new regulator, rebuilt generator). Any ideas?
