I totally agree with Joe...the guages are typically pretty nonlinear, so I wouldn't make any calculations based on only a small amount of movement from one...it's just too small of a sample (and not not very accurate) to try to scale up...to get a more accurate mileage, record mileage for a couple of tankfulls.
There are some vane type flow meters used in modern cars which are accurate at measuring the instantaneous flow, but it would be a bit of an engineering project to build them into your amazon...and you'd need an equally accurate speedo for a mileage calculation...
