I've got a 90 740 that does this - it's because my ignition switch gets stuck and the starter stays engaged, preventing the SRS system from drawing enough amperage to fill its capacitors and indicate a ready state. If restarting your car gets rid of this issue, that could be it.
I would make sure your starter's not staying engaged (you'd probably notice, but no promises) and then move on to the contact wheel in your steering wheel - why? that's about the only other part of the SRS system I've heard of failing or could even describe!
