VDO Clock doesn't keep time 700 1986

I'm going to give my instrument cluster a service this week. The clock works (slightly) but doesn't keep time very well. It seems to miss a beat every now and then. I'm going to replace the two capacitors. Does anyone know the value of these caps? They both say 100/16. Since they're electrolytic caps I'm guessing they're 100uF, not 100nF. Am I correct?

By the way, does anyone have a datasheet for the SCL5419E chip?
