Diagnosing a stall under accel. problem 700

i'm pretty sure it's not the turbo. I had one go bad on me before and the smoke is not oily smelling- this smells like bad combustion, but not rich. The engine smells liek it is choking, either from not enough air or not enough exhaust. I am beginning to think it's the cat, but I need to learn how to diagnose a bad cat.
