Can't open my CPR 200

Guys

Car is a k-jet (B230E). I've tried with plenty of penetrating spray to unscrew the 4 bolts at the corners of the control pressure regulator aka warm up regulator without any success. It didn't budge at all. Any tips? Is it suppose to be this difficult?

For the moment I've installed the CPR back in as I need the car. Will tackle this again if anyone can help me out.
