stalling out unless pushing gas pedal

My 91 940 turbo is stalling out when I have low fuel in the tank. If I keep my foot on the gas it's fine but stalls when I let go.
I got gas then ran fine but startup was sluggish this morning and I had to keep my foot on the gas for a while to keep the engine going.

Also, the low fuel warning light doesn't come on but it's not burned out because I see it when I start up.
