2-3-2, 940 rough idle.

Hi all .
got a '91 940 turbo with a slightly rough idle, seems a little low (600rpm) inconsistent too (though I know my tach is not always accurate). Runs great over 1,000 rpm. OBD reads 2-3-2. I've tried to nail down any and all air leaks. Cleaned throttle body. Pulled some plugs, sooty stuff on 'em, running rich I assume, which seems contrary to a low/rough idle.
I recently bought this car and the receipts appear as if this car has been in and out for throttle bod cleanings/fpr swaps. I wonder if the the idle had been messed with to mask some other running prob.
Any common causes for a 2-3-2? Thanks very much.......sbdski
