Power windows don't function, 740T

I bought another 740T (1988) yesterday for the terrific sum of 400 bucks. It has been sitting outside for 4 years. Once I replaced the battery and got things going, I found the power windows are not working.
My manual tells me they are on the same relay as the heater motor/fan, which works.
I took apart the driver master control for the windows and cleans each switch internally, and tested each switch with the ohm-meter. All appears okay.
The fuse is good.
BUT... it appears I have no power to the fuse. Definitely no power to the on/off rocker on the drivers control, and it seems that I also (of course) have no power at the fuse block.
Any help on this item is appreciated. I don't plan on working on this car till spring, and the passenger rear window is open a bit. How do I get it closed? It was snowing here today a bit, and I don't want a drift forming on the rear seat.
