Instrument cluster light and rear light keep blwing fuse 16 on 89 240

I have an 89 240 and have had fuse 16 blow a couple of times in the last 2 weeks which leaves me w/0 cluster lights and the rear right light.

Anyone have any ideas on what I could check ???

I cleaned the fuse holder contacts so far but still no luck keeping it working. It will work for a while and then just quit.
