no brake lights!! 200 1986

my brother informed me that he has no brake lights in his '84 245 so i went to look. The bulbs are good, it is making contact, just no light..... is there anyway to tell if i'm getting power without a meter? my meter is broken and can't get a new till i get paid......the fuse is good. could i possibly have a bad switch? is that something that actually goes bad on these cars cause i've never had that happen before. Thanks
