1987 740t question...John Sargent maybe?

I am in the process of removing my wiring harness for replacement on a '87 740t. Mounted on the drivers side inner fender(lower strut tower), below the master cylinder there is a black device somewhat cylinder shaped with vacuum lines running from the top section of said device to the bottom section of same. In addition, out the bottom are two more vacuum connections...one running through the firewall into the cabin and the other missing it's vacuum hose. This device also has a triple terminal connector that receives a connection from the wiring harness.
Two questions: 1)what the heck is this device(I've had the car for 5 years and never saw it before and 2) should there be a vacuum line connected to the open vacuum nipple? Thanks in advance for any help.
