Steering Problem 700 1991

The problem has existed since the rack was replaced with a used rack a couple of years ago by our "FORMER" mechanic. The problem with the old rack was extremely difficult steering shortly after startup and especially during cold weather.

I complained to our former mechanic after he replaced the rack but he claimed he didn't detect any real problem during his test drives. He refused to do any further work without additional charges, so needless to say, we've not taken the car back to him in a couple of years.

I've recently replaced tie rod ends, lower ball joints, front end bushings, and struts. No noticable improvement in steering control. It seems that the power assist does not decrease or maybe even increases with increase in speed.
