If it is only one side of your headlights it is possible that the wiring has gone bad. Most of the stock wiring with old Volvo's deteriorates, especially under the hood. Of my three 240's that I have owned, two have required new headlight wiring harness. I figure if 1 wire is bad, the other ones are not far behind.

Before you replace the whole harness, try just replacing the section of wire from the relay to the bulb.
